CONSTITUTION FOR THE TIGER HILLS HOCKEY LEAGUE
FORMED: October 6, 1982 PART 1 Whereas the Tiger Hills Hockey League Inc. (THHL) is a voluntary organization which consists of members and individuals who actively participate in the operation of an Amateur Senior Hockey League in the south – central region of Manitoba. And whereas it is declared that all disputes and rulings are to be handled solely by the THHL Governing Body in direct accordance with this Constitution and By-laws. Therefore there can be no Civil Court action against the THHL or their officers by the THHL, their officers or their member teams or representatives. And whereas it is declared that one of the purposes of this Constitution shall be to confer upon the THHL and its Governing Body, all the powers of a fully self governing organization. NOW THEREFORE be it enacted: ARTICLE 1: LEAGUE NAME

ARTICLE 3: THE LEAGUE GOVERNING BODY
President and Vice-President shall be elected and / or appointed by the delegates of the teams comprising the league. Each club shall have one voting delegate. This selection is to take place at the fall annual meeting. These officers shall hold office for a term of one year, but may be eligible for re-election or appointment after said term. The Commissioner, Referee-in-Chief, Statistician and Secretary-Treasurer shall be appointed through negotiations between the President, Vice-President and Executive Committee. League officers shall be issued laminated passes at the beginning of each season entitling them to free admission to any exhibition, league or playoff game in any arena in the league. They will be entitled to mileage for any game they attend on league business and will be compensated at the mileage rate designated by Hockey Manitoba. League officers will be paid an honorarium with the amount to be designated at the beginning of the season. President, Vice-President and Commissioner with the assistance of the Executive Committee shall have full power to enforce rules and regulations governing all competitions and the conduct of the clubs and their players.

ARTICLE 5. APPLICATION FOR ENTRY TO LEAGUE a. Any team wanting to join the THHL must apply at the spring meeting or at the first fall meeting. b. Presentations must be made by teams requesting entry and at the completion of the presentation; the accredited teams will be permitted to conduct a question and answer period. At the completion of this exercise, we will proceed to vote. c. All new entries must be accepted by a 75% majority vote of the fully accredited delegates of the teams within the league. All new entries will be on probation and at the completion of the season must receive final approval by a 75% majority. d. All new entries accepted into the THHL must pay all league bonds, fees and dues before being granted voting privileges.
f. The fee to enter a club in the league for a first year team and existing teams shall be an annual fee of $_____. An extra fee will be implemented for playoff games. The home team shall be responsible to pay the following: $10 for each semi-final game and $25 for each final game. This fee structure is to be reviewed annually. g. League fees payable to the treasurer shall be $______.
ARTICLE 6: THE PERFORMANCE BOND a. Each team shall post with the treasurer a $500 performance bond. This bond is to be reviewed at the annual meeting. The bond will be forwarded to the league’s trust account. b. Any team later than 15 minutes beyond the scheduled starting time, or failing to play all its scheduled games may forfeit all or part of their bond. This will be at the discretion of the Executive Committee. c. If the bond or part of the bond is pulled, the bond must be re-posted to the league within 24 hours of being notified or prior to the next league game. All points are forfeited until the bond is paid in full.
ARTICLE 7: RULES and REGULATIONS a. Roster sheets must be submitted to league president before first league game. A list of all AP’s shall be submitted to the league accompanying the final roster on the signing deadline as imposed by Hockey Manitoba. All THHL and Hockey Manitoba player registration rules apply. b. It is the individual teams’ responsibility to ensure a player has been properly registered prior to him participating in a league game. Failure to comply will result in automatic game forfeiture and $100 fine. c. Start times of all THHL games are to be no later than 8:30 p.m. d. The home team is to supply the pucks for warm ups. e. The responsibility lies on the teams of the THHL to report any violation of the Constitution to the Executive. f. Overtime, consisting of one 5 minute sudden victory period, will be played during the regular season. This overtime shall immediately follow a 2 minute rest at the conclusion of the third period with teams retaining the same end of the rink. A team will receive one point for a tie if the game is lost in overtime. g. Overtime, consisting of 20 minute sudden victory periods, will be played during the playoffs until such time as a winner has been determined. A re-surfacing shall precede all overtime play. h. All players must play five league games to be eligible for the post season, the only exception being minor players. A minor player is considered to be a player of Midget age or younger. i. A game cannot be started if either team does not have the required 10 players listed on the game sheet. In the event 10 players have not participated by the end of the game, the team will be fined $200 for the first offense and will loose their bond for all subsequent offenses. The fine will be awarded to the competing team to a maximum of $200. In the event of a goal keeper being late, he shall be allowed a five minute warm up. j. Postponed games: If a team wishes to postpone a game for a reason other than weather or death (immediate family of a player or coach) then the team must have agreement from the opposition team and the League President at least 72 hours prior to game time. The team wishing to postpone must contact all media to inform the public about the postponement. Teams failing to report to the President will be fined a minimum of $50. All games must be completed one week after the league schedule otherwise the team that originally cancelled loses the game and is fined $100. k. Games that are postponed must be rescheduled within three days and played within two weeks of the original date unless both teams and the President agree to an extension. Only the home team is allowed to reschedule games. l. All playoff games will be scheduled prior to the start of the playoffs. m. In case of ties in the League standings at season’s end, the following criteria will be used to determine placing: n. Protests. A team must submit their protest in writing to the league within 24 hours of the completion of the game; a $100 protest fee must be included with it. If the protest is upheld, the fee will be returned to the team involved. Otherwise the fee will be retained by the league. o. A $50 fine shall be assessed against any team failing to attend a league meeting properly called by the League Executive.
ARTICLE 8: REGULAR SEASON MISCONDUCTS / SUSPENSIONS a. 10 Minute Misconduct – accumulation of five will result in a two game suspension and a $20 fine. After suspension is served and fine is paid, player will be reinstated with a clean slate. b. Game Misconduct – accumulation of three will result in a minimum one game suspension and a $20 fine. Penalty and fine to double with each additional such penalty. This excludes game misconducts received from fighting majors, which are covered under the instigator and aggressor guidelines of the Hockey Manitoba constitution, regulations and rules of competition. c. Gross Misconduct and Match Penalties – minimum suspensions for these infractions are ruled on by Hockey Manitoba. The executive committee has the power to increase any suspension handed down by Hockey Manitoba. d. If any player receives any additional game misconducts from Hockey Manitoba as the result of accumulating game misconducts in one game, the league will recognize the assessed game misconducts by the game official for suspension proposed by the league. (Rule 30 B Hockey Manitoba).
ARTICLE 9: PLAYOFF MISCONDUCTS / SUSPENSIONS a. 10 Minute Misconduct – accumulation of five will result in a two game suspension and a $20 fine. After suspension is served and fine is paid, player will be reinstated with a clean slate. b. Game Misconduct – accumulation of two will result in a minimum one game suspension and a $20 fine. Penalty and fine will double with each additional penalty. As is the case in the regular season, this excludes game misconducts as a result of fighting majors which are covered by the instigator and aggressor guidelines of Hockey Manitoba. c. Gross Misconduct and Match Penalties – as per Article 8, Rule C.
ARTICLE 10: SUSPENSION GUIDELINES a. Hockey Manitoba rules will govern all games in the league or league playoffs except as per changes in the THHL Constitution. b. Any league suspensions must be served in league games and playoffs. c. Suspended players must be listed on the game sheet and designated d. Suspensions as a result of infractions in the Provincial play downs apply to league games as well. f. All suspensions incurred during the regular season and playoff games and not completed by the end of the season will be carried over to the start of the next season. A list of such suspended players shall be submitted to Hockey Manitoba by the league President.
ARTICLE 11: GAME SHEETS and STATISTICS a. Game sheets shall be in triplicate and completed in black ink. Top copy goes to league statistician, second copy to home team and third copy to the visiting team. b. An altered or tampered game sheet will result in both a fine and a suspension. This is a very serious offense and will be handled as such. c. Game reports must be phoned to the statistician and media within one hour of the completion of the game. It is the responsibility of the home team to make the calls. d. Game sheets must be faxed within 24 hours and mailed within 48 hours of the completion of the game. Failure to do so will result in a $50 fine. e. Statistics of all games will be kept by the league statistician. It will be his responsibility to keep the teams and media informed of them on a regular basis.
ARTICLE 12: TROPHIES a. The executive committee will ensure there are appropriate trophies for all of the league award categories. b. Teams are responsible for all league trophies awarded to their team or their players. Damaged or lost trophies will be at the expense of the team that had the trophy in their care.
ARTICLE 13: MINUTES a. It shall be understood those minutes of the annual meeting pertaining to the constitution of the THHL form part of this constitution.
ARTICLE 14: ANNUAL and SEMI-ANNUAL MEETING a. The annual meeting shall be in the fall at the call of the President and prior to any scheduling of games for the current year. b. The semi-annual meeting shall be held within 30 days after the completion of the THHL playoffs at the call of the President.
